That isn't victory. It means you've impressed upon them, and yourselves, that they can, every now and then, kill a certain number and not more. No different from the contract between the people and their priests at a Mayan ritual of human sacrifice.
You've just ratified their ownership of your lives, signed in the blood of your children. That is The New Social Contract whereby people agree that those they elect to attend to their interests will have a right to kill a portion of them now and then, so long as it is 'rare' enough to not be most of them at any one time.
Such was and is the contract between the people and their rulers of the Dragon, and so it is with you now. It is revealed now that human civilisation, since 1492, is a protracted exercise in the ritual of human sacrifice via a host of means, from entertainment where one revels in the simulated slaughter of men women and children, to murderous embargoes on others, economic exploitation, pharmaceutical endeavours, and culminating in innocuous sounding 'mandates' of murderous nature finally inflicted on oneself.
God gave His people the instinct for self-defence as the means to ensure respect for the Sanctity of Life, to thus keep open the path betwixt earth and Heaven, to serve to render us worthy of Him being amongst us, and to thus keep us safe.

To not act as such in the present in the face of attack on oneself means the people already lost this in the past. The slaughter of your innocents cannot unfold if you had not already overseen or revelled in the slaughter of the innocents of others. When you do so, your own divine instinct for self-defence will be severely compromised. He who compromises his empathy for another, will compromise his sympathy for himself, as you are of the same nature. If you don't care for your reflection in the mirror, why would you care for yourself?
You cannot be ruled by demons if you were not already their minions.
